A final revision of the City’s Solid Waste Ordinance was unanimously accepted by the City Council Tuesday evening. The ordinance was workshopped several times by the council and recommended changes were made including: • Requiring residential structures larger than duplexes to use a can with attached lid for collection. • Requiring those same such structures to design dumpsters for collection • Updated wording to reflect the City’s current waste collection system. Planning and Development Director David Mitchell said a 30-60 day educational campaign will take place in the near future and that Code Enforcement will take a lenient approach on violators until the campaign has been completed. “We always strive to let those out of compliance bring themselves back in voluntary,” said Mitchell. The council also unanimously passed an ordinance changing the speed limit on a portion of FM 2410. A recent Texas Department of Transportation (TxDOT) traffic investigation and engineering study supported the reduction of the speed limit on FM 2410 from the US-190 frontage to the flashing school zone at Harker Heights High School. The limit is that area, which basically extends from the Extraco Building to the high school, will go down to 45 mph from 50 mph. In other business, the council: • Approved a resolution declaring certain engineering firms to be pre-qualified. On April 22, the council pre-qualified 17 engineering firms for general civil engineering services for a two-year period. The firms include Killeen engineers Walker, Wiederhold & Associates; Mitchell & Associates; The Wallace Group; Killeen Engineering & Surveying; and Temple’s Beach & Clark. • Approved a request by All County Surveying Inc for final plat of the Texas Star Bank Addition. The three-lot, 4.055-acre tract received preliminary plat approval on June 25. The approval was conditional on TxDOT providing a letter to approve the property’s drainage plan. Texas Star Bank has provided a letter stating their intent to improve Wildwood Drive to include curb and gutter as the lot nearest the street is developed. |
